Does the FDA regulate pet supplements? Food, drugs, AAFCO and NASC

Quick answer

FDA CVM regulates animal food and animal drugs. Disease treatment claims make a product a drug. Human DSHEA does not copy onto a dog chew. AAFCO writes model pet-food labelling. Feelshine's FDA article ranks because buyers type the question in those words. The short answer is yes, the FDA cares. The longer answer is that pet supplements are not human dietary supplements under DSHEA, and they are not automatically "unregulated." I am not a lawyer. This is how a factory in Shenzhen answers the emails.

Animal food, animal drugs, and the middle people call "supplements"

The US Food and Drug Administration's Center for Veterinary Medicine regulates animal food and animal drugs. Product that is food has to be safe, produced under applicable rules, and labelled without illegal drug claims. Product that claims to treat, cure, prevent or mitigate disease is a drug. CVM says this in public materials on animal food and feeds and related CVM pages.

Human DSHEA structure does not copy-paste onto a dog chew. Do not tell a retailer "it's a supplement so FDA does not apply."

AAFCO writes model pet-food labelling language that many US state feed control officials still use. Their site is aafco.org. AAFCO is not the FDA. A factory in China cannot "AAFCO-certify" your brand. You still need a label that a state investigator could read without laughing.

NASC (National Animal Supplement Council) is a voluntary US industry programme. Primary suppliers who sell finished animal supplements in the US can join and, after audit, use a quality seal. Preferred suppliers are a different membership. Details live at nasc.cc. Beno does not print an NASC seal because we do not hold that membership. If your US company needs the seal, that is your membership, plus whatever they ask of the contract manufacturer. Say so in the brief. Do not assume GMP in Shenzhen equals NASC in the US.

What FDA facility registration is

Facilities that manufacture, process, pack or hold food for consumption in the US (including animal food) generally must register. Our number is 10222600768, D-U-N-S 404129816. We will print species, feeding directions, a batch code, an ingredient list, and support-style structure/function wording your counsel has cleared.

We will not print disease treatment, "FDA approved chew," or "NASC certified factory" as a substitute for a document we do not have. "FDA registered facility" is a registration fact. It is not a product approval.

EU and UK rules are another file. Novel feed, additive lists, and language on the pack change. Name the country in week one.

Are pet supplements unregulated in the United States?
No. Animal food has to be safe and labelled without illegal drug claims. FDA CVM is the federal agency. States often use AAFCO model language. That is regulation, even without a pre-market 'supplement approval' stamp.
Does FDA facility registration mean the chew is FDA approved?
